SOUTHERN HEMISPHERE FORESTRY YEARBOOK
The forest industry’s US$30 billion annual export earnings will help the countries of the southern hemisphere recover from the global economic recession, says the publisher of the new edition of the Southern Hemisphere Forest Industry Yearbook.  In spite of additional challenges surrounding climate change and natural disasters – the Chilean earthquake and massive forest fires in Australia – the forest industries are proving resilient, says editor and director Mike Smith, from Trade and Media Services Ltd. “Plantation forestry and the products being manufactured have increased to such a level that they are an important component in the earnings of most countries in the southern hemisphere,” Mike Smith says.  For more details, go to the web site at:

INTERNATIONAL COURT SET TO RULE ON ARGENTINA-URUGUAY PULP DISPUTE
The International Court of Justice in The Hague is set to deliver its judgement in the case concerning pulp mills on the Rio Uruguay on 20 April 2010.  The case between Argentina and Uruguay has been prolonged and bitter, causing a rift between the two near neighbours.  The latest case involves an accusation from Argentina that Uruguay allowed a pulp mill to go ahead adjacent to the river in spite of an agreement to share management of the key waterway.

KLABIN PUTS 2009 BEHIND IT WITH PLANS FOR ‘GLOBAL SCALE’ PULP MILL
Brazil’s Klabin says it aims to achieve “global scale” through the construction of a new pulp mill in Paraná, due to start up in 2015 or 2016.  It’s planned the new plant will be a feedstock for Klabin’s main paper product, cardboard, and will cost about US$1.5 billion to build, SBS reported.  Klabin ended 2009 with a net profit of Real$333 million.

CHILE TO SPEND US$2.5B ON HOUSING PROJECTS
The Chilean Government is planning to spend US$2.5 billion on housing projects to rebuild the country’s dwelling stock following the earthquake and tsunami of 27 February this year, Diario Financiero reported.  An announcement from the President Sebastián Piñera said the construction programme will benefit as many as 195,000 families in the poorest sectors and the middle class, as regards repair and reconstruction.

NEW OPPORTUNITIES OPEN UP WITH CHILE-AUSTRALIA FTA
Meanwhile, the free trade agreement between Chile and Australia has been running for a year and the joint director of International Economic Relationships at Direcon, Rodrigo Contreras, said the agreement opened wide commercial opportunities.  This observation was based on the face that Australia constituted an important developed economy in Oceania, was a member of the OECD (as Chile is now) and had exhibited rapid economic growth in the past decade.  The agreement allowed the two countries to deepen cooperation and investment interests, as both had new opportunities opening up sectors like agriculture, forestry and energy, among others.

JOBS AT RISK AS SUSTAINABLE FORESTRY PROJECTS HIT BY SOYA BAN
In Argentina, companies in Salta are warning that as many as 5,000 jobs could be lost this year in northern province due to the “administrative paralysis” surrounding the approval of new afforestation projects.  A 2007 measure aimed at halting the indiscriminate planting of soya had impacted on sustainable forestry projects as well, La Nacion reported.  Although sustainable forestry activities were last year excluded from the prohibition measure, a lack of processing of applications in some centres meant planting would not start in April as scheduled.

GUNNS TRIES TO FIGHT THROUGH FOREST OF DEMANDS OVER PULP MILL
Chairman of the Australian forest products company, Gunns Ltd, John Gay is reportedly attempting to stave off demands from institutional investors that three long-term Tasmanian directors resign, The Age in Melbourne has reported.  Gay’s actions were said to have been done presumably with a view to constituting a new board with a strategy that doesn't involve logging high-conservation forests or building pulp mills.  Gunns is still attempting to build a large, new pulp mill facility in Tasmania in spite of stretched finances and increasingly tough environmental conditions.

ELDERS REVIEWS FORESTRY ASSETS IN FACE OF MARKET ‘EVENTS’
Meanwhile, the listed company Elders has asked Ernst & Young to conduct an independent review of its forestry assets in light of sector and company specific developments.  The review will examine various forestry assets held by Elders, the company said in a statement.  While its operations – including the former ITC and a share of Forest Enterprises Australia – were trending positively, Elders Managing Director Malcolm Jackman said there were a number of “events and developments” that could impact asset valuations across the industry.

SA CONSTRUCTION CONFIDENCE INDEX DOWN ON LOWER DEMAND
In South Africa, Engineering News has reported that a marked decline in private sector demand for civil construction work because of the contraction in the economy and the near completion of World Cup projects, as well as postponed and delayed projects, knocked confidence levels in the first quarter of this year.  It’s reported that employers responding to a survey projected further job losses in the second quarter, indicating that overall business conditions were likely to remain unfavourable and a reversal in the sector's fortunes was not expected over the short term.

AUSTRALIAN AGRICULTURE MUST ADAPT TO CLIMATE CHANGE

Australian agriculture needs to adapt now to climate change according to a CSIRO book launched today entitled: Adapting Agriculture to Climate Change: Preparing Australian Agriculture, Fisheries and Forestry for the Future. “Our science highlights a clear urgency to act to prepare Australian agriculture for future impacts and opportunities under climate change,” the book’s co-editor, Chief Research Scientist with CSIRO, Dr Mark Howden, said in a statement.  The book’s findings are based on the expertise of senior researchers from CSIRO, state government departments, universities and other research institutions. It explains how climate change is likely to affect Australia’s primary industries and provides summary information on promising options for dealing with these challenges.

RESERVE BANK ARTICLE FOCUSES ON FINANCIAL CRISIS TOOL KIT
Implications for policy in light of the global financial crisis, both in New Zealand and across the globe, are the focus of the March 2010 Reserve Bank of New Zealand Bulletin.  The lead article notes that, while inflation targeting has been successful in reducing the level and volatility in inflation, it has not guaranteed financial stability or macroeconomic stability.  The article looks at the debate around whether monetary policy should have leant more strongly against economic imbalances in the lead-up to the crisis, and whether the policy toolkit for macroeconomic stabilisation needs to be expanded.

MAHOGANY TURNING TO GOLD FOR FARM FORESTRY
Landholders in the north of the Australian state of Queensland landholders who over the past two decades planted farm forestry plantations as nest eggs for the future will welcome the results of a State Government investigation into the value of this plantation timber, the North Queensland Register has reported.  Department of Employment, Economic Development and Innovation (DEEDI) forestry scientists have recently harvested and processed African mahogany trees from a plantation in the Burdekin.  The result of the harvest was described by DEEDI principal scientist, Dr Kevin Harding, as "pleasing", with the forestry plots registering above-average yields of marketable, high-grade timber.

‘DISMAL SWAMP’ ATTRACTION GOES ON THE MARKET, AGAIN
In Australia, the state-owned Forestry Tasmania is reported to be attempting to again quit a loss-making venture, Tarkine Forest Adventures.  The state government forestry agency was advertising the property, which was formally known as Dismal Swamp, for lease.  Forestry Tasmania corporate relations and tourism general manager Ken Jeffreys is reported as saying: "Forestry Tasmania is prepared to offer very attractive terms to the right operator, with the enthusiasm, experience and expertise to realise the true potential of this wonderful development.''

KIWI INNOVATORS CONNECTED TO COMMERCE

Entries for 2010 are now open for the annual Innovations Competition at the New Zealand National Agricultural Fieldays. The competition encourages New Zealanders to get creative in the rural sector, by producing new devices, developments and equipment which improve and support farming practice.  Inventors are all vying for the prestigious Golden Standard, the supreme award in innovation worth $5,000. It is no wonder that every year the number and standard of entries increases considerably.  Entries are now open for the Innovations Competition and will close on 7 May, 2010.  The Fieldays will be held on 16-19 June 2010.
